3.20 Mobilising for change in police learning and development

Learning and development

This project builds on the research, learning and outcome developed during the previous project '3.16 Implementing the transformation of police learning and development (ITPLD)'. This earlier project developed a detailed overview of Learning and Development (L&D) attitudes and practices of police L&D departments across England, Wales and Northern Ireland as they prepared for Policing Vision 2025. Three key products from the ITPLD project were the Strategic Narrative, Destination Map and the Tools, Techniques and Resources (TTR). These and other products from the ITPLD project have been made available to all forces in England, Wales and Northern Ireland and are being adopted or influencing practice across UK policing (including the College of Policing and NPCC). 

This research seeks to explore how these products are being used or are influencing L&D change activity within policing organisations, as well as to understand how learning and development functions within policing are configured to engage change and how they are using the ITPLD products and/or other change approaches or models to support change. Exploring and understanding these areas is of significant interest to both practitioner and academic communities alike given the central role of L&D functions in supporting the uplift in new police numbers and shaping the knowledge and capability of police workforces. 

Using the Consolidated Framework for Implementation Research (CIFR) as a basis for addressing the questions explored this research utilises realist evaluation and action research approaches to ensure that outcomes are co-created and a shared understanding of what works for whom in what circumstances can be developed. Given this approach, sharing ongoing research findings with participants organisations is a key element to enable them to use the evidence developed to inform their strategic and organisational practice.
