Irate local people attacked health workers, NGO workers, and even traditional chiefs to stop them putting chorine in water to stop a cholera outbreak in December 2001 and January 2002 in Nampula province, Mozambique. This extraordinary study showed that poor people responded violently in a deeply held belief that rich and powerful outsiders would not do anything to benefit them, and instead were putting cholera in their water in an attempt to kill them. The response was violence against the outsiders and their allies in the community, and passive resistance against the institutions of the state.

This unique study by Prof Carlos Serra and students from Universidade Eduardo Mondlane was published (only in Portuguese) in 2003. It is a very large file, so is broken into 6 parts, each approximately 5 MB. The introduction by Joseph Hanlon is in both Portuguese and English.
